With the completion of D.A.T.E. Cycle 1, Year 2, Texas school districts have been engaged in the nation’s largest statewide strategic compensation grant program for two years. With Cycle 2 districts starting implementation in the fall, the D.A.T.E. Technical Assistance Center, at the Institute for Public School Initiatives (IPSI) invites all educators, administrators, central office staff, and other stakeholders the opportunity to reflect upon their experience at using D.A.T.E. to reward and foster quality instruction in order to increase student achievement. The event will be held June 28-30, 2010 at the JW Marriott Hill Country in San Antonio, Texas.
The Technical Assistance Center will host a three-day summer institute to explore various challenges and opportunities in the successful design, implementation, evaluation, and sustainability of D.A.T.E. programs. The institute will provide Texas school district personnel the opportunity to share lessons learned, network with each other and outside organizations to examine all aspects of D.A.T.E., including:
- Program Design
- Program Implementation
- Program Evaluation and Modification
- Communication and Stakeholder Engagement
- Program Sustainability
- Policy and Legislation
The D.A.T.E. Summer Institute is intended to accomplish the following goals:
- Expand D.A.T.E. districts’ knowledge about strategic compensation program design and implementation.
- Conduct hands-on working sessions to develop tools on effective program design and implementation.
- Provide networking opportunities for districts to share ideas and lessons learned.
- Gather information and feedback on D.A.T.E. program outcomes, challenges, and modifications for future cycles.
- Identify future district needs and priorities and collect feedback on D.A.T.E. program lessons learned.
Presenters and participants will be provided the opportunity to engage in panel discussions, break-out sessions led by program experts, and strategic design sessions aimed at incorporating lessons learned in individual district strategic compensation programs and planning the next steps.
There is no registration fee for this event, but space is limited. The Technical Assistance Center will reimburse the travel for the first 300 school district personnel who register, up to five people per district and a maximum of $500 per person. The Technical Assistance Center will directly pay for all hotel rooms.

Measuring Educator Effectiveness

The recent infusion of billions in stimulus dollars has further moved teacher quality and compensation issues into educational policy and practice discussions. Measuring educator effectiveness is challenging and complex. However, researchers
and practitioners continue to make headway on this important topic.
The Institute for Public School Initiatives (IPSI) will host a one-day symposium to explore various ways of assessing educator effectiveness and incorporating viable metrics into strategic compensation initiatives. IPSI will convene leading researchers and practitioners that have expertise in this area to discuss three major issues in measuring educator quality that have significant implications for strategic compensation program design and implementation:
- Measuring teacher effectiveness
- Measuring principal effectiveness
- Utilizing educator effectiveness measures in practice
Presenters will discuss measures and reliability, alternative
forms of measurement, and data system requirements and considerations associated with measuring educator effectiveness.
